about to buy a 68 cadillac eldorado fleetwood, but im not sure if what he's asking is fair for such an old car?

its got the original engine but it has been restored, needs new interior, paint job, brakes, and gas tank. hes asking 12500. is this fair? or is there like a website that can give you quotes on things like this, i couldnt find one. i love this car, but is it really worth it?
